SANTA CRUZ — Peter A. Chang Jr., an attorney who led the Santa Cruz County District Attorney’s Office during its "golden age" and prosecuted three notorious mass murderers, has died of lung cancer at 67.
His tenure include the successful prosecution of mass murderers John Frazier, Herbert Mullin and Edmund Emil Kemper III in highly sensational cases.
Here’s a look at the mass murder cases prosecuted by Peter A. Chang Jr. while he was district attorney. Combined, the cases led Chang to dub Santa Cruz the "murder capital of the world" in 1973. All three defendants were sentenced to life in prison after the death penalty was abolished in the early 1970s and while parole was still possible for multiple murderers.
John Linley Frazier

was convicted in 1971 of the execution-style murders of Santa Cruz surgeon Victor Ohta; his wife Virginia; his sons Taggart and Derrick; and his secretary, Dorothy Cadwallader.
Frazier shot his victims at Ohta’s Soquel home in October 1970 while declaring war on those who "misuse" or "destroy" the environment.
Herbert Mullin

a San Lorenzo Valley High School and Cabrillo College graduate, went on a killing spree in the fall of 1972 and early 1973, stabbing, shooting and beating to death his victims. He admitted to murdering 13 people and in 1973 was convicted of 10 killings.
All Mullin’s victims were killed in Santa Cruz County except Henry Tomei, a priest stabbed in a confessional at his Los Gatos church.
Other victims included Frank Perez, Kathy and Dameon Francis, David Hughes, Jim and Joan Gianera, Robert Spector, David Olicker, Brian Scott Card, Mark Dreibelbis, Mary Guilfoyle and Lawrence White.
His last victim, Perez, was killed while doing yard work at his Lighthouse Avenue home; the Gianeras were shot in their Western Drive home; and four of his victims were shot while camping in Henry Cowell Redwoods State Park.
Edmund Kemper III

"The murderous butcher," was convicted in 1973 of killing eight women, including his mother, Clarnell Strandberg; her best friend, Sara Hallett; and six female hitchhikers, some of whom were sexually assaulted. Kemper beheaded seven of his victims and claimed to have eaten their flesh.
He was arrested after calling police from Colorado to confess.
As a teen, Kemper had killed his grandparents and was sentenced to the California Youth Authority. He was released from Atascadero State Hospital at age 20.
